Call for applications for consultancy and external audit services for the Kitwe Vocational Training Centre Management Board

Kitwe Vocational Training Centre (KVTC) is a public training institution under the Ministry of Technology and Science, established in 1998 through the provisions of the TEVET Act No. 13 of 1998. The Centre operates a two-tier management structure comprising a Management Board, responsible for strategic direction and policy, and a Secretariat headed by the Principal, which handles day-to-day operations. KVTC provides technical, vocational and entrepreneurship training in line with government policy, funded through government grants, student tuition fees, commercial activities and other approved income sources. To enhance accountability, transparency and good governance in the management of public resources, KVTC intends to procure the services of an independent local external audit firm to audit its financial statements.

The Consultant shall audit the annual financial statements, review compliance with applicable legislation, evaluate internal control systems, assess the adequacy of financial management practices, review procurement transactions and revenue collection systems, review expenditure management, verify assets and liabilities, assess risk management processes, conduct a performance audit, and issue an independent audit opinion together with a Management Letter. The scope covers financial audit, review of internal controls, compliance audit, verification and risk assessment. Deliverables include an Inception Report/Audit Planning document within one week of contract commencement, a Draft Management Letter, a Draft Audit Report, a Final Audit Report incorporating agreed management comments, and a Final Management Letter with agreed recommendations and action plans; the duration of the assignment shall be as specified in the Contract Agreement, commencing upon contract signature. The consulting firm must be legally registered in Zambia, hold a valid practicing license from the Zambia Institute of Chartered Accountants (ZICA), have at least five years’ experience in external auditing with demonstrated experience auditing public sector institutions or government projects, provide reference letters, have proven experience applying International Standards on Auditing, and hold adequate professional indemnity insurance where applicable.
