Request for expression of interest for a consultancy for the design, establishment and operationalisation of an Integrated Mining Sector Data Platform for the Ministry of Mines and Minerals Development
The Ministry of Mines and Minerals Development is increasingly relying on digital systems to regulate, monitor and develop Zambia’s mining sector, including the Mining Cadastre, Mineral Output Statistical Evaluation System (MOSES), Local Content Monitoring and Management System (LOCAS), Exploration Tracking System, Environmental Protection Fund (EPF) System, Artisanal and Small-Scale Mining (ASM) Fund Management System, Mineral Markets System, MCAS, the GSD Digital Archive, and geological and geospatial systems. While these systems perform important operational functions, information remains distributed across multiple platforms, departments and repositories, creating challenges in obtaining timely, consistent and auditable information across the mining value chain.
To address this gap, the Ministry intends to establish an Integrated Mining Sector Data Platform (IMSDP): a Ministry-led and governed enterprise data lake house integrating information from existing operational systems without replacing them, providing capabilities for data lake/lake house management, enterprise data warehousing, data integration and API services, master and reference-data management, metadata and data cataloguing, data-quality and data-lineage management, geological and geospatial data integration, business intelligence and analytics, and security, audit, backup and disaster recovery. The Ministry now invites eligible consulting firms to indicate their interest, demonstrating required qualifications through a PACRA registration certificate, valid ZRA tax clearance certificate, proof of similar projects completed in the last 5 years, proof of citizen-owned entity status, traceable references, and a technical lead holding a degree in computer science or a related field. A Consultant will be selected under the Quality and Cost Based Selection (QCBS) Method.
Expressions of interest must be delivered in written form, in person, to the Procurement Unit, Room #23, 14th Floor, Ministry of Mines and Minerals Development, not later than 25 September 2026.
