Request for expressions of interest for an independent expert for the Luansobe-Mpongwe road PPP project for the Road Development Agency
The Road Development Agency (RDA) and Messrs. KPMM Zambia Limited, the Concessionaire, signed a Concession Agreement dated 28 November 2025 for the Finance/Carbon Sequestration, Design, Build, and Transfer (FDBT) of 64km of the Luansobe-Mpongwe Road (D468) and 132km of Mpongwe to Machiya to Ngabwe, plus 20km of urban roads including four major bridges, in Mpongwe and Ngabwe Districts, Copperbelt and Central Provinces. Pursuant to the terms of the Concession Agreement, the fees of the Independent Engineering Firm are payable from the project as set out in the Financial Model, with the Concessionaire paying the full costs of the Independent Expert during the Construction and Design Phase.
The primary objective of this assignment is design and construction supervision of the Luansobe to Ngabwe via Mpongwe PPP Project for a period of three (3) years. RDA now invites eligible consultants to indicate their interest in providing these services; interested consultants must provide information indicating that they are qualified, including brochures, descriptions of similar assignments, experience in similar conditions, and availability of appropriate skills among staff. Eligibility criteria, short-listing and selection procedure shall follow Open International Selection in accordance with the Public Procurement Act No. 8 of 2020 as amended.

Expressions of Interest must be delivered to the Tender Box at RDA Headquarters, addressed to the Chief Procurement Manager, by Friday, 18 September 2026 at 10:30 hours local time, clearly marked with the full project title. Late submissions shall not be accepted.
