Public-Private Partnership Proposals for Construction and Development of Integrated Building Structures for the National Health Research and Training Institute (NHRTI) at Stand No. 10002, Mitengo, Ndola and Plot No. 108, Broadway Road, Town Centre, Ndola
The National Health Research and Training Institute (NHRTI) established pursuant to the National Health Research and Training Institute Act No. 13 of 2024 is a statutory body under the Ministry of Health. The Institute conducts health research and training and other related matters.
In order to support the discharge of its mandate, the NHRTI would like to develop a state-of-the-art research facility with a specialized hospital, laboratories, training facilities, hostel accommodation, residential accommodation and other amenities.
- Project Overview NHRTI has two parcels of land in Ndola, one being stand No. 10002, TDRC Loop Road, Mitengo in extent of 5.2828 Hectares and the other being plot No. 108, Broadway Road, Town Centre in extent of 1,765 square meters. NHRTI seeks to develop the two parcels of land through a Public Private Partnership (PPP) Agreement. We therefore invite potential and eligible entities and members of the public to submit proposals for the development of the two parcels of land as follows:
A. Stand No. 10002, Mitengo, Ndola
A proposed integrated development comprising:
- Research laboratories and training facilities
- Hospital and staff internal offices

- Sports and recreation center

- Multi-purpose hall

- Project Objectives The proposed developments aim to:
- Strengthen national capacity in health research, training, and specialized healthcare
- Provide modern infrastructure to support academic excellence and innovation
- Enhance public access to specialized healthcare services
- Promote sustainable infrastructure development through private sector participation
- Improve the revenue base of the Institute
- Invitation for Participation In line with applicable public private partnership regulations, NHRTI hereby invites:
- Interested entities to submit proposals for the projects described above.
- Submission Requirements Interested bidders submitting proposals should include:
- Technical proposal outlining design, development approach, and innovation
- Financial proposal including funding structure and sustainability model
- Demonstration of technical and financial capacity
- Proposed implementation timelines
- Proposed concession period
- Compliance with the PPP guidelines and regulatory requirements
