1. The Chirundu Town Council is a Local Authority duly established under the Local Government Act No.2 of 2019 of the Laws of Zambia, having its registered office at Civic Centre, Off T2 Road, Chibende Area, Chirundu District.

1. Chirundu Town Council has received 2024 ZDSP funds and intends to apply part of this provision to cover for eligible payments under the contract for which this Invitation for Bids has been issued for.

1. Chirundu Council now invites bids from eligible Bidders to participate in the Tender as detailed below:

1. Bidding will be conducted using the Open Bidding National procedures specified in the Public Procurement Act No. 8 of 2020 as amended by the Public Procurement Act No. 17 of 2023 and the Public Procurement Regulations of 2022, and is open to all eligible to invited Bidders as defined in the Bidding Documents, that meet the minimum qualifications.

1. Participation in this procurement is limited to Citizen Bidder. Local Bidders will only be considered under the circumstance provided for under Section 39(2) of the Public Procurement Act No. 8 of 2020 as amended by the Public Procurement Act No. 17 of 2023. A local bidder awarded a procurement contract shall partner with a citizen Bidder. The terms Citizen Bidder and Local Bidder have the meaning assigned to them under Part I Preliminary provisions of the Public Procurement Act No. 8 of 2020 as amended by the Public Procurement Act No. 17 of 2023

1. Prospective bidders should go to the electronic Government procurement system (e-GP) http://eprocure.zppa.org.zm in order to access this tender. Guidance of how to submit through e-government procurement system can be obtained from Zambia Public Procurement Authority (ZPPA) website given above.

1. The bidding documents may also be downloaded by interested bidders from the electronic Government Procurement System under “Current Tenders”. Ensure that you are registered with ZPPA to participate.

1. This tender is reserved for Chirundu District domiciled bidders.

1. The bids should be submitted through the Zambia Public Procurement Authority Electronic Government Procurement (e-GP) platform. The closing date for the receipt of bids is 21 October, 2026 at 10hours. Hard copies of bid submissions shall not be accepted.

1. Bids will be opened online, thirty (30) minutes after tender closing at 10:30hrs.

1. Bidders shall be required to pay a non-refundable amount of K1,000.00 as participation fee.

1. Local bidders (Chirundu based Contractors with one or more contracts with the Local Authority) now shall not be considered for award, this strategy is aimed at avoiding delayed project delivery implementation in the district and accord the same contractor to concentrate on the existing projects.

1. The Chirundu Town Council reserves the right to accept or reject all the bids and is not bound to accept the lowest bid.
