The consulting firm shall support the Ministry of Agriculture’s Technical Working Group (TWG) to undertake a rigorous, evidence-based assessment of Zambia’s policy, regulatory, fiscal, market and institutional environment for food loss reduction solutions (FL-RS), facilitate the prioritization and packaging of reforms, and provide hands-on support to Government and AGRA to initiate implementation of agreed actions, covering both deep diagnostics and implementation support.
The scope of work includes a policy, legal, regulatory, fiscal and market environment assessment using a Policy Review Matrix; an institutional assessment of mandates, capacity gaps, coordination and accountability across relevant ministries and agencies; stakeholder consultations and validation of findings with government, private sector, financial institutions, farmer organizations and development partners; prioritization, reform packaging and implementation support to translate agreed priorities into implementation-ready packages; preparation of an implementation roadmap, reform tracker and results framework; and final validation, implementation planning and reporting, including submission of a final report, reform action matrix, policy brief and presentation materials.
