The Government of the Republic of Zambia has received financing from the World Bank’s International Development Association (IDA) for the Africa Centers for Disease Control Regional Investment Project being implemented by the Zambia National Public Health Institute (ZNPHI). The ZNPHI would like to apply part of the proceeds of the credit to procure Consulting Services for Furniture, Fixtures and Equipment (FFE) Planning, Technical Specifications, Procurement Support and Installation Supervision for the ZNPHI Office Complex, Training Centre and Lodging Facility (“the Services”). For the ZNPHI Office Building Complex to be situated on plot number Chong/Ln_73638/3, Waterfalls/Silverest area in Chongwe District. The Assignment will be implemented in Eighty-Five (85) days but the assignment is expected to be completed within a period of 18 months from the date of contract signing.
The Assignment for which the services are required will include the following:
- Assess and determine specific requirements for furniture, fixtures and equipment across the identified facilities, including Kitchen Equipment and Utensils and the ICT office data center equipment and security fixtures.
- Provide technical specifications, quantities, and quality standards suitable for procurement and installation.
- Ensure recommendations are cost-effective, durable, and aligned with the intended use of each facility.
- Support the institute in preparing procurement-ready documentation.
- Support the institute in pre-shipment inspections, approvals and final installations.

The ZNPHI now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services by submitting Expressions of Interest (EOI). Interested Consultants should submit EOI complete with information demonstrating that they have the required qualifications and relevant experience to perform the required Services (historical information and support documents such as brochures, description of similar assignments, experience in similar assignments, general qualifications and number, names and positions of key staff only such as Directors and principles of the firm. Details of key staff that may potentially be proposed in future if the firm is short listed and invited to prepare and submit a proposal should not be submitted at this EOI and Short List Stage). The shortlisting criteria include: proof of relevant firm’s experience, evidence to demonstrate that the firm has a minimum 5 years relevant experience in space planning, interior fit-out tendering and facilities design.
The attention of interested Consultants is drawn to World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 revised September 2023 “Procurement Regulations”, setting forth the World Bank’s policy on conflict of interest.
A Consultant will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations.
