Tender for the supply and delivery of stationery and toner cartridges for a period of three years

The Government of the Republic of Zambia has set aside funds towards the supply and delivery of stationery and toner cartridges. Zambia Medicines and Medical Supplies Agency (ZAMMSA) now invites bids for the supply and delivery of stationery and toner cartridges under a three-year framework contract, with individual deliveries of 1-3 weeks. Bidding will be conducted through Open National Bidding in accordance with Section 39 of the Public Procurement Act No. 8 of 2020, as amended by the Public Procurement Amendment Act of 2023, and is limited to citizen and local bidders, with citizen bidders given priority in evaluation as prescribed in Amendment Act No. 17 of 2023.

To be eligible, the shareholders of the participating company must be Zambian citizens and the company must be incorporated by PACRA; a bidder under a declaration of ineligibility by ZPPA is not eligible to participate. Evaluation will be conducted in two phases: the first comprising Preliminary, Technical and Commercial Evaluation, and the second comprising Financial Evaluation and Price Reasonableness Analysis for successful bidders in each lot, who will then proceed to a mini-competition for award. Bidders may participate in one or more lots and may be shortlisted under multiple lots.

Bidding shall be conducted through the Electronic Government Procurement (e-GP) System, with bidding documents purchasable at a non-refundable fee of ZMW 1,000.00. Bids marked “Tender for the Supply and Delivery of Stationery and Toner Cartridges” must be submitted through the e-GP system on or before 13 October 2026 at 10:00 hours; late bids will not be accepted. The deadline for clarification requests is 25 September 2026 at 10:00 hours e-GP system time, and bids will be opened at 10:30 hours on the e-GP system on Tuesday, 13 October 2026, accompanied by a Bid Securing Declaration.
