Tender for the supply, delivery, installation and commissioning of a Cyber Threat Intelligence (CTI) Tool
Zambia National Building Society (ZNBS) has provisioned financing toward the cost of goods and intends to apply part of the proceeds of this financing to payments under the contract for the supply, delivery, installation and commissioning of a Cyber Threat Intelligence (CTI) Tool. ZNBS now invites sealed bids from eligible bidders for the supply, delivery, installation and commissioning of this tool.
Bidding will be conducted through the Open National Bidding (ONB) procedures specified in the Public Procurement Act of 2020 and the Public Procurement Regulations of 2022, and is open to bidders from Eligible Source Countries as defined in the bidding documents. Qualification requirements include experience, technical capacity, financial, legal and other requirements as stated in the bidding document. A complete set of bidding documents in English may be accessed on the electronic Government Procurement (e-GP) System, and bidders will be required to pay a non-refundable fee of K500.00 (or Zambian Kwacha equivalent) as a tender participation fee, payable online through the e-GP system.
Addendum No. 1 (14 September 2026): ZNBS issued a clarification addendum in response to bidder queries. Key clarifications include: for Technical Evaluation, the required evidence of at least three similar contracts successfully completed within the last four years must relate to the bidder/vendor’s own implementation experience – manufacturer-only references, completion certificates or testimonials will not be accepted unless the bidder is in a joint venture with the manufacturer; bidders should use the Bid Submission Form format found on page 52 of the bidding document (not the alternate format on page 86); where the Bidding Data Sheet (BDS) does not explicitly re-map an ITB clause, the original Instructions to Bidders (ITB) provisions apply, with the BDS prevailing only where it amends or emphasises a specific item; the solution should be scoped to cover between 400 and 700 assets (endpoints, servers, network devices, VMs, cloud assets and external/public-facing assets); and bidders should propose a solution that best meets the Technical Requirements and Technical Requirements Document (TRD) under Section VI, rather than being directed toward specific named tools. All other details of the tender remain unchanged.
Any clarifications must be made in writing and posted on the e-GP system or, if the system is unavailable, emailed to procurement@znbs.co.zm, not later than 7 days before the tender closing date. Bids for “SUPPLY, DELIVERY, INSTALLATION AND COMMISSIONING OF A CYBER THREAT INTELLIGENCE (CTI) TOOL” must be submitted via the e-GP system on or before Tuesday, 6th October 2026 at 10:00 hours system time (GMT+2), secured with a duly signed Bid-Securing Declaration. Late bids will be rejected electronically by the system, and bids will be opened electronically at 10:30 hours system time on the same day.
