Invitation for bids for the supply and delivery of teaching and learning materials (Grade Two Literacy and Language) for the Ministry of Education
The Government of the Republic of Zambia, through the Ministry of Education, has received funds from the Global Partnership for Education (GPE) to implement procurements under the Enhanced Inclusive Quality Learning (EIQuaL) Project and intends to apply part of these proceeds to procure Grade 2 Teaching and Learning Materials – Course Books for 2026. The Ministry now invites sealed bids from eligible bidders with knowledge of publishing and printing teaching and learning materials, covering Grade 2 Learners’ Books and Teachers’ Guides in Literacy and Language for English and the seven Zambian languages.
Bidding will be conducted through the Open National Bidding procedure specified in the Public Procurement Act No. 8 of 2020 and Public Procurement Regulations No. 30 of 2022, open to Local and Citizen Bidders. Bidders whose book titles were previously approved do not need to resubmit them for content re-evaluation; only titles that were not approved must be submitted and will be subjected to book content evaluation, at an evaluation fee of ZMW 5,500.00 per title, deposited into the Directorate of Curriculum Development bank account at ZANACO, Civic Centre Branch. Bidders who paid for the solicitation document under the cancelled tender number MOE/ONB/G/0005/EIQuaL/2026 need not pay again; others must pay a non-refundable fee of ZMW 1,000.00 at Ministry of Education Headquarters in Lusaka. Telegraphic and/or electronic bids will not be accepted, and all bids must be accompanied by a signed Bid Securing Declaration valid for 120 days after bid opening.
Bids must be submitted in a sealed envelope clearly marked “Tender for the supply and delivery of teaching and learning materials (Grade Two Literacy and Language – English and the seven Zambian languages) 2026 – MOE/EIQuaL/ONB/G/0009/2026” and deposited in the tender box at the Ministry of Education, Procurement and Supplies Unit, Corner of Mogadishu and Chimanga Road, Lusaka, not later than 15:00 hours on Tuesday, 29 September 2026. Bids will be opened immediately after closing in the presence of bidders or their representatives who choose to attend; late bids will be rejected and returned unopened.
