Request for proposals for public-private partnership for construction and development of integrated building structures for the National Health Research and Training Institute

The National Health Research and Training Institute (NHRTI), established under the National Health Research and Training Institute Act No. 13 of 2024, is a statutory body under the Ministry of Health that conducts health research, training and related matters. To support its mandate, NHRTI seeks to develop a state-of-the-art research facility comprising a specialized hospital, laboratories, training facilities, hostel accommodation, residential accommodation and other amenities, across two parcels of land in Ndola: Stand No. 10002, Mitengo (5.2828 hectares) and Plot No. 108, Broadway Road, Town Centre (1,765 square metres).

The Mitengo site is proposed for research laboratories and training facilities, a hospital and staff internal offices, an administration block, sports and recreation centre, commercial/shopping mall, indoor amusement facility, apartments, multi-purpose hall and main hostels. The Broadway Road site is proposed for a student village open beyond NHRTI Fellows, a pharmacy, and a supermarket-cum-fast-food outlet. NHRTI invites interested and eligible entities to submit proposals through a Public Private Partnership (PPP) Agreement, including a technical proposal, financial proposal with funding structure, demonstration of technical and financial capacity, implementation timelines, proposed concession period, and compliance with PPP guidelines and regulatory requirements.

Submissions must be made electronically via the ZPPA e-GP System, with bulky submissions deposited at NHRTI, 6th Floor of Ndola Teaching Hospital Building, Corner of Nkana and Broadway Roads, P.O. Box 71769, Ndola, before the closing date of 5th October 2026 at 16:30 hours local time. Submissions must be clearly marked with the full project title. Detailed project information may be obtained from the Solicitation Document, purchasable at a non-refundable fee of USD 10,000.00 via bank transfer to Stanbic Bank, Ndola Main Branch, clearly indicating the tender reference number. NHRTI reserves the right to accept or reject any submission, and this notice does not constitute a commitment to award any contract.
